Hiring Process and Security

At NSIRA, we actively recruit individuals at various security levels; however, the majority of our work necessitates a Top Secret clearance. Consequently, our hiring process is more rigorous than most.

To be considered for a position at NSIRA, the following criteria must be met:

  • Canadian citizenship is mandatory.
  • Eligibility for a Top Secret security clearance is required.
  • A willingness to work in Ottawa is essential.

Student Opportunities

NSIRA’s Students Program

Our students are a critical part of our success.  We do our best to involve them in all aspects of our mandate delivery.  NSIRA hires Canadian university students through the Government of Canada’s Federal Student Work Experience Program and directly through university co-op programs.  Typically, we initiate student recruitment processes around 8 months in advance to allow sufficient time for top-secret security clearances to be issued. Some student positions may be held at a lower security classification and outside the Capital region. 

Our primary interest is in degree programs and specializations that complement NSIRA’s review mandate, including:

  • fields related to national security, intelligence and defense, social science programs with research components;
  • law ; articling opportunities will provide you with the opportunity to develop the essential knowledge, skills and experience for practicing law;
  • specialties in computer science, computer engineering, data science, information studies, and cybersecurity;
  • research-intensive humanities (history, political science, etc.), the digital humanities, and interdisciplinary fields where research plays a major role; and
  • administrative roles (administration, human resources and finance)

RCMP Complaints

Has your complaint against the Royal Canadian Mounted Police (RCMP) been referred to NSIRA by the Civilian Review and Complaints Commission for the RCMP?


Here’s what you do…

You have received a notice from the Civilian Review and Complaints Commission for the RCMP (CRCC) informing you that your complaint has been referred to NSIRA.

What you need to know:

  • You don’t need to hire a lawyer or get legal assistance
  • If you decide to seek legal advice, you are responsible for paying your legal fees and associated costs
  • NSIRA is an independent and external review agency
  • The RCMP is the respondent

When NSIRA receives the CRCC’s referral of your complaint, NSIRA will:

  • Acknowledge in writing that NSIRA has received the referral of your complaint by the CRCC
  • Inform you that NSIRA will investigate your complaint if it is satisfied that the complaint is not trivial, frivolous or vexatious or made in bad faith.
  • Conduct a preliminary review of the information received from the CRCC and determine if the complaint falls within NSIRA’s mandate to investigate the complaint

What happens next?


What happens if your complaint does not fall within NSIRA’s mandate to investigate?

Should NSIRA determine it is not within its mandate to investigate your complaint, your complaint file will be closed. NSIRA will inform you, by letter, of its decision.

What happens if your complaint falls within NSIRA’s mandate to investigate?

NSIRA will inform you and the respondent (s) of the next steps in the complaint process.

NSIRA may contact you and seek your availability for an investigative interview to clarify the nature and scope of your allegations. It may hold a case management conference to determine procedural matters.

NSIRA may also determine that an oral or written hearing is necessary in order to fully investigate and consider some or all of the issues of your complaint.

Here’s what happens next following NSIRA’s consideration of the evidence:

Once NSIRA has examined the documentary evidence, conducted investigative interviews and/or held a hearing, the NSIRA Member assigned to investigate your complaint will prepare a final report which will include its findings and/or recommendations based on the evidence and written submissions received from the parties. An unclassified copy of the final report will be sent to you.
