L\u2019OSSNR a d\u00e9j\u00e0 r\u00e9alis\u00e9 des examens portant sur l\u2019Agence, mais celui ci constitue l\u2019un des premiers qui soient approfondis au sujet des activit\u00e9s de l\u2019ASFC.<\/p>\n\n\n\n<p>Le mandat de l\u2019ASFC en mati\u00e8re de s\u00e9curit\u00e9 nationale et de renseignement est vaste et complexe. Lors du pr\u00e9sent examen, l\u2019OSSNR s\u2019est concentr\u00e9 sur le recours aux sources humaines confidentielles, une activit\u00e9 qui, en soi, comporte une part de risque. Ces risques se posent non seulement eu \u00e9gard \u00e0 la s\u00fbret\u00e9 et \u00e0 la s\u00e9curit\u00e9 des personnes agissant en tant que sources humaines, mais aussi \u00e0 certains aspects plus g\u00e9n\u00e9raux de la gestion d\u2019un tel programme. L\u2019ASFC exploite son Programme des sources humaines depuis 1984, mais ce n\u2019est qu\u2019en 2014 que des politiques formelles et des proc\u00e9dures d\u2019exploitation uniformis\u00e9es ont \u00e9t\u00e9 \u00e9tablies. Ayant ainsi fonctionn\u00e9 sans cadre formellement document\u00e9 pendant des d\u00e9cennies, le Programme s\u2019est expos\u00e9 \u00e0 des risques accrus.<\/p>\n\n\n\n<p>Le pr\u00e9sent rapport d\u2019examen sur l\u2019ASFC fait partie d\u2019une s\u00e9rie de trois r\u00e9alis\u00e9s par l\u2019OSSNR, les autres se concentrant plut\u00f4t sur la Gendarmerie royale du Canada (GRC) et sur les activit\u00e9s de gestion des sources men\u00e9es dans le cadre des programmes de sources humaines du minist\u00e8re de la D\u00e9fense nationale et des Forces arm\u00e9es canadiennes (MDN\/FAC). Or, les trois examens ont port\u00e9 sur des questions essentielles : la gestion et l\u2019\u00e9valuation des risques, la pr\u00e9sentation de garanties quant au bien-\u00eatre des sources, de m\u00eame que l\u2019application d\u2019instructions minist\u00e9rielles ad\u00e9quates et du principe de responsabilit\u00e9 minist\u00e9rielle. Ces domaines sont essentiels pour garantir que les programmes de sources humaines soient exploit\u00e9s de fa\u00e7on responsable, l\u00e9gale et \u00e9thique.<\/p>\n\n\n\n<p>L\u2019examen a r\u00e9v\u00e9l\u00e9 que le Programme des sources humaines de l\u2019ASFC fonctionnait dans un cadre juridique solide et constituait un outil d\u2019enqu\u00eate sur lequel l\u2019Agence pouvait s\u2019appuyer pour exercer son mandat. En revanche, cet examen a mis en \u00e9vidence plusieurs lacunes sur le plan de la gouvernance du Programme et, dans deux cas, il a suscit\u00e9 des inqui\u00e9tudes quant \u00e0 la possibilit\u00e9 de non-conformit\u00e9 juridique.<\/p>\n\n\n\n<p>&nbsp;L\u2019OSSNR a formul\u00e9 six recommandations visant \u00e0 renforcer la gouvernance du Programme. En outre, ces recommandations soulignent l\u2019importance de prioriser la s\u00e9curit\u00e9 et le bien-\u00eatre des sources humaines dans tous les aspects des op\u00e9rations de l\u2019ASFC. De plus, elles r\u00e9it\u00e8rent l\u2019attention soutenue que l\u2019OSSNR accorde au principe de responsabilit\u00e9 minist\u00e9rielle. Dans l\u2019ensemble, les constatations et les recommandations t\u00e9moignent du d\u00e9veloppement continu du Programme des sources humaines de l\u2019ASFC. Bien que le Programme soit exploit\u00e9 depuis pr\u00e8s de 40 ans, ce n\u2019est que r\u00e9cemment que l\u2019ASFC a adopt\u00e9 des politiques formelles r\u00e9gissant les sources humaines.
