Le fils du plaignant, mineur \u00e0 l\u2019\u00e9poque, a eu des contacts via les m\u00e9dias sociaux avec un individu que le plaignant identifie comme un \u00ab cybercriminel \u00bb. Selon le plaignant, le cybercriminel a tent\u00e9 de manipuler son fils et de le convaincre que vivre dans une communaut\u00e9 occidentale \u00e9tait un p\u00e9ch\u00e9. Le plaignant a accept\u00e9 de rencontrer deux agents du SCRS et les a ensuite accueillis chez lui pour discuter avec son fils des interactions entre celui-ci et l\u2019individu. Au cours de cet entretien, le plaignant all\u00e8gue que les agents du SCRS ont encourag\u00e9 le plaignant et sa famille \u00e0 d\u00e9noncer la situation par t\u00e9l\u00e9phone \u00e0 la Gendarmerie Royale du Canada (GRC), ce qui a \u00e9t\u00e9 fait par le plaignant le soir m\u00eame. Le lendemain, son fils se fait arr\u00eater chez lui par la GRC et ce devant un cirque m\u00e9diatique assembl\u00e9 pr\u00e8s du domicile du plaignant. Son fils a ultimement \u00e9t\u00e9 rel\u00e2ch\u00e9 peu apr\u00e8s et n\u2019a pas fait l\u2019objet de chef d\u2019accusations. Cependant, le plaignant soutient que les cons\u00e9quences de ces \u00e9v\u00e9nements continuent d\u2019affecter sa famille.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Le plaignant bl\u00e2me en partie le SCRS et ses agents pour ce qui est arriv\u00e9 \u00e0 sa famille, ne serait-ce que par leur inertie et par leur partage d\u2019information. Le plaignant s\u2019oppose au traitement que lui et son fils ont re\u00e7u apr\u00e8s avoir fait leur devoir de citoyen qui \u00e9tait de coop\u00e9rer avec les autorit\u00e9s et d\u00e9noncer une menace. Il accuse le SCRS et la GRC d\u2019avoir pris des mesures contre la victime, son fils, plut\u00f4t que contre le cybercriminel.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Le plaignant a r\u00e9sum\u00e9 ses all\u00e9gations contre le SCRS comme suit :\u00a0\u00a0<\/p>\n\n\n\n<ul>\n<li>le SCRS a transmis de fausses informations \u00e0 l\u2019\u00e9quipe int\u00e9gr\u00e9e de la s\u00e9curit\u00e9 nationale de la GRC;\u00a0\u00a0<\/li>\n\n\n\n<li>le plaignant a fait face au silence de deux membres de la GRC quant \u00e0 l\u2019arbitraire des membres de la GRC;\u00a0\u00a0<\/li>\n\n\n\n<li>le SCRS a transmis l\u2019identit\u00e9 du plaignant et celui de son fils \u00e0 un tiers pays ;\u00a0\u00a0<\/li>\n\n\n\n<li>le SCRS n\u2019a pas respect\u00e9 les conclusions et les recommandations du rapport de la commission du juge O\u2019Connor en mati\u00e8re de communication d\u2019informations;\u00a0\u00a0<\/li>\n\n\n\n<li>le SCRS a atteint \u00e0 leur vie priv\u00e9e, leur int\u00e9grit\u00e9 et leur s\u00e9curit\u00e9.\u00a0\u00a0<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Conclusions\u00a0<\/strong>\u00a0<\/h4>\n\n\n\n<p>Le CSARS conclu que toutes les all\u00e9gations \u00e0 la base de cette plainte devaient \u00eatre rejet\u00e9es car elles sont infirm\u00e9es par la preuve d\u00e9pos\u00e9e. L\u2019enqu\u00eate de cette plainte a explor\u00e9 toutes les facettes pertinentes d\u00e9coulant des all\u00e9gations.&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\" translation-block\">Le CSARS conclu que le SCRS a agis en conformit\u00e9 avec son mandat et ses priorit\u00e9s. Aucune preuve n\u2019a \u00e9t\u00e9 pr\u00e9sent\u00e9e d\u00e9montrant que le SCRS s\u2019est \u00e9cart\u00e9 de la Loi sur le SCRS ou de ses politiques applicables en mati\u00e8re de ciblage. Le CSARS constate que les proc\u00e9dures rigoureuses traitant des enqu\u00eates impliquant des mineurs ont \u00e9t\u00e9 suivies. Le CSARS conclu que le SCRS avait des motifs raisonnables de soup\u00e7onner que les activit\u00e9s en question constituaient une menace \u00e0 la s\u00e9curit\u00e9 du Canada et donc de prendre les d\u00e9marches d\u2019enqu\u00eate qu\u2019il a pris selon l\u2019article 12 de la Loi sur le SCRS.
