Le plaignant croyait que ces menaces \u00e9taient cr\u00e9dibles, puisqu\u2019elles \u00e9taient souvent accompagn\u00e9es de d\u00e9tails pr\u00e9cis, comme les v\u00eatements port\u00e9s par le plaignant lors d\u2019une certaine sortie et l\u2019endroit o\u00f9 il \u00e9tait all\u00e9. Le plaignant croyait que les repr\u00e9sentants du gouvernement susmentionn\u00e9 travaillant \u00e0 l\u2019ambassade du pays au Canada participaient \u00e0 la surveillance du plaignant et de sa famille, y compris de ses enfants lorsqu\u2019ils \u00e9taient \u00e0 l\u2019\u00e9cole.&nbsp;<\/p>\n\n\n\n<p>Le plaignant a all\u00e9gu\u00e9 que la GRC n\u2019avait pas men\u00e9 une enqu\u00eate compl\u00e8te sur les incidents\nli\u00e9s \u00e0 des menaces, dont des menaces de mort, prof\u00e9r\u00e9es contre le plaignant et sa famille, et que les d\u00e9cisions de la GRC avaient \u00e9t\u00e9 influenc\u00e9es de fa\u00e7on inappropri\u00e9e par des repr\u00e9sentants \u00e9trangers.&nbsp;<\/p>\n\n\n\n<p>Les \u00e9l\u00e9ments de preuve fournis par la GRC ont d\u00e9montr\u00e9 que l\u2019organisation avait pris les mesures n\u00e9cessaires pour examiner les renseignements donn\u00e9s par le plaignant, mais qu\u2019il n\u2019y avait pas suffisamment de motifs pour que la GRC poursuive son enqu\u00eate sur l\u2019aspect de l\u2019influence \u00e9trang\u00e8re des menaces. Toutefois, le service de police local \u00e9tait le service de police comp\u00e9tent en ce qui concerne l\u2019enqu\u00eate sur le harc\u00e8lement criminel, les menaces et les pr\u00e9occupations en mati\u00e8re de s\u00e9curit\u00e9 li\u00e9es aux d\u00e9clarations du plaignant. La GRC a inform\u00e9 le service de police local que les renseignements recueillis par la GRC lui seraient remis et a demand\u00e9 d\u2019\u00eatre avis\u00e9e si le service de police trouvait une personne au Canada qui travaille au nom d\u2019un gouvernement \u00e9tranger pour menacer ou intimider le plaignant. L\u2019OSSNR a conclu que l\u2019enqu\u00eate initiale de la GRC \u00e9tait raisonnablement approfondie et que sa d\u00e9cision finale constituait un exercice justifiable du pouvoir discr\u00e9tionnaire de la police.&nbsp;<\/p>\n\n\n\n<p>De plus, aucune preuve permettant d\u2019appuyer l\u2019all\u00e9gation du plaignant selon laquelle la d\u00e9cision de la GRC de mettre fin \u00e0 son enqu\u00eate avait \u00e9t\u00e9 influenc\u00e9e de fa\u00e7on inappropri\u00e9e par des \u00e9trangers n\u2019a \u00e9t\u00e9 pr\u00e9sent\u00e9e \u00e0 l\u2019OSSNR.&nbsp;<\/p>\n\n\n\n<p>Les all\u00e9gations du plaignant ont \u00e9t\u00e9 jug\u00e9es non fond\u00e9es.&nbsp;<\/p>\n<\/div><\/div>\n<\/div><\/div><\/section>","protected":false},"excerpt":{"rendered":"","protected":false},"author":1,"featured_media":0,"parent":7790,"menu_order":10,"comment_status":"closed","ping_status":"closed","template":"template-nsira-subpages.php","meta":{"inline_featured_image":false},"categories":[],"tags":[137,64,85],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v20.9 -
