has-text-color\" id=\"statement-of-management\">Analyse comparative entre les sexes Plus<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"2--introduction-\">Introduction<\/h3>\n\n\n\n<p class=\" translation-block\">En 2018, le Parlement a approuv\u00e9 la <a href=\"https:\/\/laws-lois.justice.gc.ca\/fra\/lois\/c-17.2\/page-1.html\">Loi canadienne sur la budg\u00e9tisation sensible aux sexes<\/a>. Les plans minist\u00e9riels et les rapports sur les r\u00e9sultats minist\u00e9riels permettent \u00e0 la pr\u00e9sidente du Conseil du Tr\u00e9sor de remplir son obligation de rendre publique l\u2019analyse de l\u2019incidence des programmes de d\u00e9penses sur le plan du genre et de la diversit\u00e9, et ce, chaque ann\u00e9e.<\/p>\n\n\n\n<p class=\" translation-block\">Chaque minist\u00e8re est responsable de mener sa propre <a href=\"https:\/\/www.canada.ca\/fr\/femmes-egalite-genres\/analyse-comparative-entre-sexes-plus\/est-analyse-comparative-entre-sexes-plus.html\" target=\"_self\">analyse comparative entre les sexes Plus (ACS Plus)<\/a><\/p>\n\n\n\n<p class=\" translation-block\">Il est indiqu\u00e9 dans la Politique sur les r\u00e9sultats que les responsables du programme, d\u00e9sign\u00e9s par les administrateurs g\u00e9n\u00e9raux, sont charg\u00e9s de veiller \u00e0 la collecte des donn\u00e9es n\u00e9cessaires pour satisfaire aux exigences de la politique.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"3--------applicability-\">Champ d\u2019application<\/h3>\n\n\n\n<p>Toutes les organisations doivent remplir chaque ann\u00e9e les tableaux de renseignements suppl\u00e9mentaires de l\u2019ACS Plus dans les plans et les rapports sur les r\u00e9sultats minist\u00e9riels.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"4--section-1-institutional-gba-plus-governance-and-capacity-\">Section 1 : ACS Plus \u2014 Gouvernance et capacit\u00e9 institutionnelles<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"5-governance\">Gouvernance<\/h4>\n\n\n\n<p>En 2025-2026, le Secr\u00e9tariat de l\u2019Office de surveillance des activit\u00e9s en mati\u00e8re de s\u00e9curit\u00e9 nationale et de renseignement (OSSNR) se concentrera sur l\u2019\u00e9laboration d\u2019un cadre actualis\u00e9 d\u2019ACS Plus pour renforcer la gouvernance institutionnelle et soutenir l\u2019int\u00e9gration uniforme de l\u2019ACS Plus dans l\u2019ensemble de ses activit\u00e9s. Ce travail consistera \u00e0 examiner les structures actuelles, \u00e0 clarifier les r\u00f4les et les responsabilit\u00e9s et \u00e0 explorer les m\u00e9canismes visant \u00e0 am\u00e9liorer la responsabilisation et la coordination internes li\u00e9es \u00e0 la mise en \u0153uvre de l\u2019ACS Plus. Le cadre mis \u00e0 jour servira de document de base pour orienter les m\u00e9canismes de gouvernance, de renforcement des capacit\u00e9s et de responsabilisation \u00e0 l\u2019appui des objectifs de l\u2019ACS Plus dans l\u2019ensemble de l\u2019organisation.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"6-capacity\">Capacit\u00e9<\/h4>\n\n\n\n<p>En 2025-2026, le Secr\u00e9tariat de l\u2019OSSNR renforcera sa capacit\u00e9 en mati\u00e8re d\u2019ACS Plus en \u00e9laborant un cadre interne actualis\u00e9 pour orienter son application \u00e0 l\u2019\u00e9chelle de l\u2019organisation. Ce travail donne suite \u00e0 la conclusion du plan d\u2019action du Secr\u00e9tariat sur l\u2019\u00e9quit\u00e9, l\u2019\u00e9quit\u00e9 en mati\u00e8re d\u2019emploi, la diversit\u00e9 et l\u2019inclusion (EEDI) et marque un virage vers une approche plus int\u00e9gr\u00e9e et durable de la mise en \u0153uvre de l\u2019ACS Plus.<\/p>\n\n\n\n<p>Dans le cadre de cette transition, le Secr\u00e9tariat mettra sur pied un groupe de travail sur l\u2019ACS Plus interne, compos\u00e9 de repr\u00e9sentants de l\u2019ensemble de l\u2019organisation. Ce groupe appuiera la coordination interne, favorisera des pratiques uniformes et servira de m\u00e9canisme central pour faire progresser la sensibilisation \u00e0 l\u2019ACS Plus ainsi que son application. Ces efforts visent \u00e0 faire en sorte que l\u2019ACS Plus continue d\u2019\u00e9clairer la prise de d\u00e9cisions et la prestation des programmes de fa\u00e7on structur\u00e9e et significative.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"7-human-resources-full-time-equivalents-dedicated-to-gba-plus\">Ressources humaines (\u00e9quivalents temps plein) consacr\u00e9es \u00e0 l\u2019ACS Plus<\/h5>\n\n\n\n<p>Compte tenu de la taille de l\u2019organisation, le Secr\u00e9tariat de l\u2019OSSNR ne dispose pas d\u2019\u00e9quivalents temps plein (ETP) qui se consacrent exclusivement \u00e0 l\u2019ACS Plus. Cependant, pour appuyer l\u2019avancement de l\u2019ACS Plus, le Secr\u00e9tariat \u00e9tablira un groupe de travail interne compos\u00e9 de repr\u00e9sentants de l\u2019ensemble de l\u2019organisation. Ce groupe de travail sera le centre de responsabilit\u00e9 de l\u2019ACS Plus, ayant pour mandat de diriger, de soutenir et de surveiller la mise en \u0153uvre du cadre de l\u2019ACS Plus.<\/p>\n\n\n\n<p>Le groupe de travail sera positionn\u00e9 de fa\u00e7on strat\u00e9gique pour influencer les d\u00e9cisions de plusieurs secteurs. Un membre de la haute direction participera au groupe pour assurer l\u2019harmonisation avec les priorit\u00e9s organisationnelles, communiquer les engagements et agir \u00e0 titre de porte-parole pour les initiatives et les r\u00e9sultats de l\u2019ACS Plus.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"8------section-2-gender-and-diversity-impacts-by-program-\">Section 2 : Genre et diversit\u00e9 \u2014 R\u00e9percussions par programme<\/h3>\n\n\n\n<p class=\" translation-block\"><strong>Responsabilit\u00e9s fondamentales :<\/strong> Examens et enqu\u00eates sur les plaintes en mati\u00e8re de s\u00e9curit\u00e9 nationale et de renseignement.<\/p>\n\n\n\n<p><strong>Nom du programme :<\/strong> <a href=\"https:\/\/www.tbs-sct.canada.ca\/ems-sgd\/edb-bdd\/index-fra.html#infographic\/dept\/302\/intro\">Examens en mati\u00e8re de s\u00e9curit\u00e9 nationale et de renseignement et enqu\u00eates sur les plaintes<\/a>.<\/p>\n\n\n\n<p class=\" translation-block\">Objectifs du programme :<\/strong> L\u2019OSSNR examine les activit\u00e9s du gouvernement du Canada en mati\u00e8re de s\u00e9curit\u00e9 nationale et de renseignement, afin de s\u2019assurer qu\u2019elles sont l\u00e9gales, raisonnables et n\u00e9cessaires. L\u2019Office enqu\u00eate \u00e9galement, de mani\u00e8re ind\u00e9pendante et en temps opportun, sur les plaintes de membres du public concernant les activit\u00e9s du Service canadien du renseignement de s\u00e9curit\u00e9 (SCRS), du Centre de la s\u00e9curit\u00e9 des t\u00e9l\u00e9communications (CST) et de la Gendarmerie royale du Canada (GRC), ainsi que sur certaines autres plaintes li\u00e9es \u00e0 la s\u00e9curit\u00e9 nationale. Le Secr\u00e9tariat de l\u2019OSSNR appuie l\u2019Office dans la r\u00e9alisation de son mandat.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"9------gba-plus-data-collection-plan-\">Plan de collecte de donn\u00e9es li\u00e9es \u00e0 l\u2019ACS Plus<\/h3>\n\n\n\n<p>Actuellement, le programme du Secr\u00e9tariat de l\u2019OSSNR ne recueille pas suffisamment de donn\u00e9es ventil\u00e9es selon le genre et la diversit\u00e9 pour permettre un suivi ou un rapport complet sur les r\u00e9percussions du programme sous l\u2019angle de l\u2019ACS Plus. Toutefois, en 2025-2026, le Secr\u00e9tariat accordera la priorit\u00e9 \u00e0 ce domaine dans le cadre de ses efforts plus larges visant \u00e0 mettre \u00e0 jour et \u00e0 mettre en \u0153uvre un cadre interne renouvel\u00e9 de l\u2019ACS Plus. Ce processus comprendra l\u2019\u00e9valuation des pratiques actuelles en mati\u00e8re de donn\u00e9es, l\u2019identification des indicateurs pertinents et l\u2019exploration de m\u00e9thodes visant \u00e0 am\u00e9liorer la collecte et l\u2019utilisation de donn\u00e9es ventil\u00e9es, le cas \u00e9ch\u00e9ant.
